CCTV News: According to the website of the National Development and Reform Commission, the National Development and Reform Commission and other departments recently issued a notice on promoting the healthy development of the modern coal chemical industry. The notice emphasizes that based on the implementation of the "Modern Coal Chemical Industry Innovative Development Layout Plan" (hereinafter referred to as the "Plan") and the energy security, ecological environmental protection, water resources carrying capacity and other situational tasks faced by industrial development, coal will be further strengthened as the main energy source, in accordance with the Strictly control the increment, strengthen guidance, optimize and upgrade, and be safe and green in general requirements, strengthen the clean and efficient use of coal, and promote the high-end and diversification of the modern coal chemical industry (excluding coal-to-liquid, coal-to-gas and other coal-to-fuels, the same below) and low-carbon development.

1. Standardize project construction management

Strictly control the scale of modern coal chemical industry production capacity and new coal consumption. The total amount of 20 million tons of new coal conversion in each demonstration area during the "13th Five-Year Plan" period specified in the "Plan" will no longer be continued. Modern coal chemical projects that really need to be built must ensure a stable supply of coal, give priority to completing the national tasks of ensuring the supply of coal for power generation and heat supply, and shall not reduce the guaranteed supply of coal for the construction of modern coal chemical projects. New coal-to-olefins and new coal-to-paraxylene (PX) projects that were not previously included in the "Plan" will be implemented by the National Development and Reform Commission and the Ministry of Industry and Information Technology in conjunction with relevant departments in accordance with the "Government-Approved Investment Project Catalog (2016) )" stipulates that based on the guarantee conditions of project raw materials, energy, water resources and other factors, after evaluation and demonstration and inclusion in the "Plan", it will be approved by the provincial government. New coal-to-methanol projects with an annual output of more than 1 million tons must be approved by the provincial government.

2. Strengthen planning and layout guidance

On the basis of the modern coal chemical industry layout specified in the "Plan", in accordance with the requirements of major regional strategies and regional coordinated development strategies, land spatial planning, regional ecological environment zoning control, etc., we will further strengthen planning guidance, optimize industrial layout, and promote the existing modern coal chemical industry The project has accelerated the implementation of the transformation and upgrading of advanced technology and equipment, and new projects such as coal-to-olefins, coal-to-paraxylene (PX), coal-to-methanol, coal-to-ethylene glycol, and coal-to-degradable materials will focus on the relatively abundant coal water resources and environmental capacity. Better areas are concentrated to promote industrial agglomeration and park-based development. Based on resource and environmental endowments and carrying capacity, the spatial layout and land use structure of traditional energy industries should be optimized. New coal chemical production capacity is strictly prohibited in key areas for air pollution prevention and control. For areas with large existing modern coal chemical production capacity, we are encouraged to implement new projects by upgrading large ones and suppressing small ones, and by replacing coal consumption, so as to avoid homogenization and low-level duplication of construction.

3. Increase scientific and technological innovation

Newly built modern coal chemical projects are encouraged to undertake corresponding technological innovation demonstration and upgrading tasks, implement major technical equipment research projects, accelerate the optimization and upgrading of industrial technology, and promote original innovation and integrated innovation. Promote technological innovations such as high-performance new composite catalysts, one-step production of olefins from synthesis gas, and one-step production of low-carbon alcohol ethers, and promote the industrialization breakthrough of coal-to-paraxylene (PX). Focus on large-scale high-efficiency coal gasification, new-generation high-efficiency methanol-to-olefins and other technical equipment and key raw materials and components, and promote the industrial application of the first batch of materials, the first set of equipment, and the first version of software for key technologies. Optimize and adjust the product structure, and accelerate the development and application of high-end chemical production technologies such as new coal-based synthetic materials, advanced carbon materials, and degradable materials. Strengthen the research and development of green alternatives to toxic and harmful chemicals and non-toxic, harmless, low-toxic and low-harm green chemicals and products. Encourage the construction of large-scale and efficient "gasification islands" and create a platform-based development model of centralized production of raw materials and multiple downstream products. In areas with good resource endowments and industrial foundations, promote the coupled innovative development of modern coal chemical industry and renewable energy, green hydrogen, carbon dioxide capture, utilization and storage (CCUS). Promote the digital construction of modern coal chemical equipment, encourage modern coal chemical enterprises, equipment enterprises, and service providers to form alliances, research and develop modern coal chemical intelligent equipment and scene integration technology, and cultivate a number of typical smart production scenarios.

4. Promote green and low-carbon development

Accelerate the promotion and application of green and low-carbon technology and equipment, guide existing modern coal chemical enterprises to implement energy saving, carbon reduction, water saving, and pollution reduction transformation and upgrading, strengthen refined management of the entire process, improve resource and energy utilization efficiency, and strengthen energy efficiency, water efficiency, and pollution reduction. The leading and restrictive role of material emission standards will steadily improve the green and low-carbon development level of modern coal chemical industry. Strict energy efficiency and environmental protection constraints, strengthen project energy conservation review and environmental protection supervision, planned and under construction projects should fully meet the energy efficiency benchmark level, the energy efficiency level of main energy-consuming equipment reaches the advanced value of energy efficiency standards and above; already built projects with energy efficiency lower than the benchmark level must The transformation and upgrading will be completed before the end of 2025, and the energy efficiency of the main products must reach above the industry benchmark level. By then, projects whose energy efficiency is still below the benchmark level will be eliminated. The environmental protection of new project enterprises should meet the performance classification A-level indicator requirements. Accelerate the transformation of enterprises that cannot consistently meet pollutant standards, and order enterprises with serious excessive emissions to suspend operations or close down in accordance with the law. We will resolutely implement the requirements for water-based production, strengthen water resource demonstration and project water management, promote the application of water-saving technologies such as closed cycle cooling, and promote the fresh water consumption per ton of products in new projects to reach the industry's leading level. Accelerate the comprehensive treatment of volatile organic compounds, stepped recycling of high-salt wastewater, advanced treatment of resources, and resource utilization of solid waste such as ash and slag. Carry out screening and environmental risk assessment of toxic and harmful chemicals involved in the modern coal chemical industry, conduct research on toxic and harmful chemicals with high environmental risks, and promote the implementation of environmental risk management and control measures such as bans, restrictions, and emission restrictions. Accelerate the development and industrial application of large-scale, low-energy capture, utilization and storage of high-concentration carbon dioxide and the preparation of high-value-added chemicals. Strengthen the comprehensive development and utilization of traditional energy and new energy, and promote the complementarity of coal power, gas power, wind and photovoltaic power. New projects should give priority to the park’s centralized heating and steam supply facilities, and in principle no new self-provided coal-fired units will be added.

5. Strengthen safety and environmental protection supervision

Strictly control project safety and environmental protection access gates. Project site selection and pollution control measures must meet safety and environmental access requirements. New projects must be located in chemical industrial parks with general or lower safety risk levels, and the provinces where they are located must complete State Council supervision. Regarding the rectification matters of the modern coal chemical industry. During the project construction process, we will effectively implement the "three simultaneous" system of safety and environmental protection, strengthen the linkage between enterprises, parks, and governments, and establish and improve emergency plans. Strictly implement the "Guidelines for Safety Risk Prevention and Control of Hazardous Chemical Production and Construction Projects (Trial)" and "Emergency Management Measures for Environmental Emergencies", and in accordance with relevant provisions of laws and regulations such as the Fire Protection Law, and in accordance with the needs of safe production, in large coal chemical industry bases and industrial clusters The district supports the construction of professional emergency rescue forces and environmental emergency response teams such as full-time fire brigades of enterprises, process disposal teams, and government full-time fire brigades to improve the intrinsic safety level and safety assurance capabilities, and effectively prevent secondary environmental disasters caused by various accidents. Strengthen daily safety inspections and environmental protection supervision, strictly control pollutant emissions, strictly prevent soil and groundwater pollution, promptly eliminate safety and environmental hazards, seriously investigate and deal with illegal activities, and take relevant rectification and other measures for those who do not meet the requirements in accordance with laws and regulations.

6. Clarify the division of responsibilities among all parties

The National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment will take the lead in strengthening coordination and cooperation with relevant departments, sharing information, strictly controlling the total amount, improving construction standards, and organizing assessment agencies to assess coal resources, environmental capacity, emission levels, In terms of energy efficiency levels, safety risks, process technology, economic benefits, etc., scientific demonstrations will be conducted on coal-to-olefins and coal-to-paraxylene (PX) projects that apply to be included in the "Plan", and supervision and inspection will be carried out in a timely manner to promote the rational layout and standardization of projects. construction. The Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Emergency Management, the National Energy Administration and other departments have combined their functions to strengthen work guidance in planning and site selection, water-based production and water resources demonstration, production safety, energy security, resource matching and other aspects. Relevant local and central enterprises must strengthen system concepts and bottom-line thinking, and fully consider the requirements of ensuring the supply of coal for power generation and heating, effectively ensuring coal supply, and coordinating the development of modern coal chemical industry and carbon intensity targets. Industrial development foundation, market supply and demand, factor guarantee conditions and other factors, scientific planning, full demonstration, standardized construction, strict project control, strengthening in-process and post-event supervision, ensuring standardized construction in accordance with the approval requirements, and resolutely curbing "two highs and one low" Projects develop blindly. Provincial development and reform commissions and industry and information technology departments have scientifically formulated development plans for the modern coal chemical industry in the region based on actual conditions, reasonably grasped the scale of industrial development, continuously improved the quality of industrial development, and promoted the healthy development of the industry.

This notice serves as an important supplement to the Plan and will be implemented from the date of issuance. If previous regulations are inconsistent with this notice, this notice shall prevail.
